CapaCITIES

Objective

CapaCITIES is a European project funded by the Horizon Europe program, designed to support national and regional authorities in advancing their governance structures and thus providing specific support to cities in achieving the European Union’s Cities Mission. To this end, the work in the countries has a top-down approach, which seeks to actively support and involve national authorities by promoting and strengthening the development of national platforms in all Member States, involving diverse actors in the dialogue and in the design of strategies and plans for progress in each national context.

Our role

The UPM, through itdUPM, coordinates the design of national work plans aimed at strengthening and creating national and regional support structures that facilitate the implementation of the EU Cities Mission in participating countries. Its functions include strategic planning and the implementation of actions aimed at improving multilevel governance, supporting both existing national platforms and the establishment of new platforms in countries joining the effort. In addition, we develop training resources and promote the exchange of good practices and success stories between countries. All of this is intended to strengthen effective collaboration between levels of government, the private sector, and civil society.

We work with

27 countries are represented by a national team that includes ministries, policy agencies, R&D funding agencies, national networks, and research organizations. The consortium is made up of a European network of institutions committed to urban transformation, including:

  • UEFISCDI (The Executive Unit for the Financing of Higher Education, Research, Development, and Innovation).
  • FGG (Austrian Research Promotion Agency).
  • AIT (Austrian Institute of Technology).
  • ICLEI Europe.
  • Viable Cities.
  • ENEA (National Agency for New Technologies, Energy, and Sustainable Economic Development).
  • ERRIN (European Regions Research and Innovation Network).

Other key players in the ecological transition and applied research in Spain include the Polytechnic University of Valencia (UPV) and CIEMAT (Center for Energy, Environmental and Technological Research).

We work with
